ASHLEY SULLIVAN, PE
President
Ashley has 20 years of experience providing Geotechnical and Environmental Consulting and is President of our organization. Having earned a B.S. in Civil Engineering and M.S. in Environmental Engineering from the University of Massachusetts in 1998 and 2001, respectively, she is a Professional Engineer licensed in Massachusetts, Connecticut, Rhode Island and New Hampshire.
Her background includes conducting contaminated soil and groundwater assessments as well as environmental and geotechnical engineering design and construction monitoring. She specializes in the design of foundation and earth support systems, evaluation of slope stability, building settlement, pavement failures, and dam assessments.
Apart from her extensive technical knowledge base Ashley inspires and leads the OTO organization with genuine intent by supporting and cultivating diversity and equality, and by virtue of her passion to help others succeed.

KEVIN O'REILLY, LSP, EMERITUS
Founding Member
Kevin is a Massachusetts Licensed Site Professional (LSP) Emeritus with over 30 years of experience in Environmental Consulting. As a Founding member of OTO, he specializes in hydrogeology, waste site characterization and remediation projects. He earned a B.S. in both Geology and Civil Engineering from Notre Dame (1977 and 1978, respectively) and a M.S. in Geotechnical Engineering from the Massachusetts Institute of Technology in 1980.
Kevin's extensive experience includes hydrogeological groundwater remediation, sludge disposal landfills, groundwater modeling, and soil and groundwater remediation. He is also a member in the Licensed Site Professional Association. His ability to meet both client and regulatory needs has resulted in his deep credibility within the environmental consulting field.

MICHAEL TALBOT, PE
Principal and Founding Member
Mike is a Professional Engineer licensed in Massachusetts with more than 30 years of experience in Geotechnical Engineering. As a Principal and a Founding member of OTO, he has performed and managed a wide range of engineering projects and has extensive experience in groundwater contamination studies, environmental site assessments and remedial engineering.
Michael earned a B.S. in Civil Engineering from Merrimack College in 1978, and a M.S. in Civil Engineering: Geotechnical Engineering from the University of California at Berkeley in 1982. Mike is also a Massachusetts Solid Waste Facility Third-Party Inspector – Operations & Management. His sense of business development and encouraging nature has helped lead to company expansion and the advancement of several invaluable members of the OTO team.

JIM OKUN, LSP, EMERITUS
Founding Member
Jim is a Massachusetts Licensed Site Professional (LSP) Emeritus with more than 30 years of experience in Environmental Consulting. He’s a Founding member of OTO specializing in environmental chemistry, risk assessment and toxicology. He obtained a B.S. in Chemistry in 1975 and a M.S. in Toxicology in 1978 from the Massachusetts Institute of Technology.
Jim's experience includes work with the U.S. Environmental Protection Agency Region 1 (New England) in the CERCLA, RCRA, TSCA and FIFRA regulatory programs. With special insight and knowledge pertaining to polychlorinated biphenyls (PCBs), he is published and has presented on the topic at scientific conferences. His knowledge and ability to work with clients and regulatory authorities has resulted in a solid reputation among peers.

Principal
Bob is a Certified Safety Professional with over 30 years of experience in occupational safety and health. As a Principal at OTO, he specializes in a number of areas including Asbestos and Industrial Hygiene Consulting, emergency response, training, and corporate safety program management. With a B.S. from American International College his consulting and knowledge base are well respected and consistently sought out by general industry, commercial and residential clients.
He has a well-developed and dependable approach of practicality when working on both small and large remediation and development projects, and is readily available to assist clients, contractors, and regulatory organizations achieve common-ground solutions.

CHRISTINE ARRUDA, CIEC
Christine is a Certified Indoor Environmental Consultant as well as a Massachusetts-licensed Asbestos Inspector. As a Project Manager with OTO she has over 20 years of experience in Industrial Hygiene and Asbestos Consulting. Attaining her A.S. from Charter Oak State College in 2004, she handles various types of indoor environmental issues including asbestos, lead, HVAC, building science, chemicals, and microbial contamination.
With comprehensive Computer Aided Drafting skills, Christine also supports OTO collaboration on overall site and design plans for remediation and development projects. As a detail-oriented and integrity-driven part of the team, she approaches any size project--from start to finish--with a well-rounded and balanced knowledge base.

DUSTIN HUMPHREY, PE
Dustin is a Senior Project Manager and a Massachusetts Registered Professional Engineer at OTO with six years of experience in geotechnical consulting and construction. He earned his BS in Civil and Environmental Engineering at University of Massachusetts, Dartmouth and his MS in Geotechnical Engineering from University of Massachusetts, Amherst.
While at OTO, Dustin has worked on many geotechnical design and construction projects and has become a Third Party Landfill Inspector. Dustin’s an on-the-ground professional, adept at providing design planning and construction management in a variety of complex conditions. His curiosity and wide variety of interests are strong assets to OTO, and he's a respected catalyst on a number of internal projects enabling us to work more efficiently and provide better service to our clients.

DEBBIE LISTERNICK
Debbie, an Associate at OTO, has over 30 years of experience Risk Assessment and has performed hundreds of Massachusetts Contingency Plan (MCP) and Superfund risk characterizations for OTO and also as a subcontractor for other environmental consulting firms.
She holds both a B.A. in Biology and Environmental Studies from the University of Vermont (1980) and a M.P.H. in Toxicology and Environmental Health Policy from the University of Michigan (1985) and serves as a Board Member on the State of Registration of Hazardous Waste Site Cleanup Professionals (LSP Board). Debbie is an avid outdoor person and, as a very admired and respected OTO team member, continually inspires and supports others at the company to strive for best practices and equality.

STEPHEN MCLAUGHLIN
Stephen is a Senior Project Manager and civil engineer with ten years’ experience in Geotechnical Engineering. He holds a B.S. in Civil Engineering (2010) and a M.S. in Civil Engineering: Geotechnical Engineering (2011) from the University of Massachusetts. As a Project Manager at OTO, Stephen has performed geotechnical design including foundation design, temporary earth support and underpinning design, slope stability analysis using Geo-Slope, small to mid-size dam inspections, and geotechnical and environmental recommendations.
In addition, Stephen has performed geotechnical and environmental subsurface explorations, laboratory testing, in-Situ permeability testing, construction monitoring, construction vibration monitoring, and pre and post construction or blasting surveys. With an eye for detail and organization, and experience in construction, Stephen naturally enhances the OTO team and provides clients with solid knowledge and creative solutions.

Environmental Team Lead
Lori McCarthy is a Massachusetts Licensed Site Professional (LSP) with over 20 years experience in Environmental Consulting. After earning her B.S. in Biochemistry and Molecular Biology at the University of Massachusetts and becoming very interested in the impact of environmental releases, Lori then went on to immediately earn her B.S. in Environmental Science. Lori’s experience with environmental releases has also given her the passion for revitalizing affected neighborhoods to bring much needed housing, education, and jobs to our Environmental Justice communities. As Senior Project Manager and Environmental Team Leader, Lori provides her team and clients thoughtful guidance and support.

BRUCE NICKELSEN, LSP, LEP
Bruce is an Associate at OTO and has over 30 years of experience as a geologist in the Environmental Consulting field. He is both a Massachusetts Licensed Site Professional (LSP) and a Connecticut Licensed Environmental Professional (LEP), and is an Education Committee Chairman of the Massachusetts LSP Association. Working on hydrogeological and remedial site characterizations, he’s consulted on hundreds of projects in New England and the Mid-Atlantic States, as well as the South and the Midwest.
With his extensive knowledge of state regulations, he works with commercial, industrial and residential clients to achieve environmentally sound solutions. Bruce’s natural ability to teach and communicate with OTO employees has been invaluable in creating additional, exceptional team members.

PAUL TANNER, LEP, PG
Paul is a hydrogeologist with 30 years of experience in Environmental Consulting, and an Associate at OTO. He obtained a B.S. in Geology in 1985 and a M.S. in Environmental Science/Water Resources in 1990 from SUNY College at Oneonta. As a Connecticut Licensed Environmental Professional (LEP) his primary experience is in the assessment and remediation of properties regulated under Connecticut Remediation Standard Regulations and the Massachusetts Contingency Plan.
Paul is also a Maine-certified Professional Geologist and is a member of both the Environmental Professionals Organization of Connecticut (EPOC) and the National Groundwater Association. Paul successfully collaborates with industrial, commercial and industrial clients by implementing various remediation strategies within regulatory parameters. With an eye for sustainability, he creatively thinks beyond common technologies and practices.

ANDREW ROLINGER
Andy is a Senior Project Manager with over 15 years of experience in Asbestos, Hazardous Materials, and Environmental Consulting. Having graduated with a B.S. degree in Environmental Science from the University of Massachusetts in 1999, Andy joined our team in 2000. Since then he’s performed hundreds of Phase I and Phase II Environmental Site Assessments, and Hazardous Building Materials evaluations for a variety of industrial, commercial, residential, and agricultural clients and properties in Massachusetts, Connecticut, Oregon, and Washington.
Being licensed in the asbestos consulting field as an Inspector, Project Monitor, and Designer he understands the complexity of site development and remediation and regularly works with designers and contractors alike. With Andy’s exceptional organizational, communication, and team-support skills he’s at the forefront of successful project management.
